How?
According to the FCC, the max allowable distance that you can talk to someone on the Citizen Band is around 155 miles. These laws were put down in the either 60's or 70's to prevent people from using high-powered amps to get their message out. The max allowable output for CB is 4 watts, the most you can put out for sideband is 12 watts. I've seen (illegal) amps for sale that will output at 10,000 watts.
Here's the truth of the matter, those amps won't help you one bit. It's about how your CB station is set up, and how good your antenna is. The most those amps will do to a green CB user is shoot their message a few miles extra, and jam every TV and radio signal within distance. One night I was watching TV, off of a DIRECTTV dish, and the coax input itself picked up some idiot using an amp and it scrambled and overroad the signal, letting me in on the entire conversation.
Don't waste money on linear amps.
Don't waste your money on Radio Shack CBs. The only good exploitable and sideband-capable CBs are sold in large truck stops.
However, you can get your CB radio "tuned" to put out more than the legal amount. Mine can put out 20 watts, and over 50 watts on sideband. That's more than enough. There's CB shops in America that specialise in tuning radios, most of them are in the deep South and you have to know where to look. (Hint: go to a local truck stop.)
A good CB setup relies on how well your antenna(e) are set up. A well set up antenna will assure you the ability to talk to people all over the world more than amperage ever will. I've talked to people in Quebec in broad daylight while I was driving through Arizona.
